Sumario:The phenomenon of globalization has changed the codes of conduct of many of the actors operating on the global stage. Among these, those responsible in local governments have seen how they have had to strengthen their economic, technological and/or social development strategies for positioning their influence area in a good place in the global competitive ranking for competing on a global scale. However, the governance structures, the knowledge generation, and the power to influence citizen decisions occur at a local level. Nevertheless, in this new scenario, people responsible in local governments have generally been unable to provide an appropriate response, while lacking sufficient skills for carrying out this challenge that the new framework requires. For this reason, it is important to provide local governments with tools capable of assisting in the process of designing innovation policies, to successfully build the leadership of the territory on the global stage. This article is aimed at presenting an application of the methodology of the functional and value analysis as an effective formula to reach the outlined goals.
