It is now commonplace that transformations of substance through the trans- lations of rights and human rights–related assessment methods can occur across scales within countries, regions, and globally. In doing so, circula- tions and transformations may follow several directions simultaneously and involve similar and different actors, concepts, and ways of referring to them.
