Sumario:The following article analyzesthe discursive construction that was generated around the “Plan Integral de Seguridad Ciudadana y Prevención del Delito” in the province of Córdoba, announced by Governor Juan Schiaretti in 2016, after assuming his new term. It studies different discourses enunciated by public officials and by the governor, registered as press reports on the official website of the provincial administration. The analysis consisted on approaching globally and locally each one of the discourses, in its textual structure and its semantic construction of the term security policy and, at the same time, giving an account of the discursive and social practices that these statements enable, displace, or contradict in relation to the representations that people have of security. Three aspects will be analyzed in this Plan: the idea of community and citizen participation, the socio-spatial configuration that it produced in the city of Córdoba and the territorial policing, paying special attention to the creation of the “Policía Barrial”.
