The methodology is the historical analysis based on a review of primary and secondary sources. The stages of a debate that began in the eighties of the last century and that continues to the present are diachronically exposed. It concludes that regional unity is important to face the challenges of the emerging new world order

Se lo relaciona con el debate sobre la vigencia de la división Norte-Sur tras el fin de la Guerra Fría, para reflexionar respecto a las complejidades que podría enfrentar América Latina en un nuevo orden multipolar. La metodología es el análisis histórico, basado en la revisión de fuentes primarias y secundarias. Se exponen diacrónicamente las etapas de un debate que inició en los años ochenta del siglo pasado y que continúa hasta el presente. Se concluye que la unidad regional es importante para enfrentar los desafíos del nuevo orden mundial emergente.
