Data for the study was gathered within an ethnographic investigation about the National Police of Uruguay, and I analyze them through theoretical notions from classic anthropology, such as the notions of holism, person and individual. I conclude that the Uruguayan police reform failed to adequately interpret symbolic and cultural elements of the Police (such as police cosmology, the modes of social relationships between its members and the symbolic value assigned to death), and that is in this inability where we can find some keys to understand its interruption.

La literatura sobre políticas públicas nos suele proponer respuestas racionalistas y cientificistas a este tipo de preguntas, frecuentemente disimulando elementos culturales y simbólicos difíciles de ponderar e incluso de identificar. En este artículo propongo una lectura sobre la interrupción de la reforma policial uruguaya (2010-2020) que visibiliza dichos elementos y procura brindar pistas para comprender el fracaso de reformas policiales en Latinoamérica. Los datos en los que me apoyo fueron construidos en el marco de una investigación etnográfica sobre la Policía Nacional de Uruguay, y los interpreto apelando a soportes teóricos de la antropología clásica, como las nociones de holismo, persona e individuo. Concluyo que la reforma policial uruguaya no logró interpretar cabalmente elementos simbólicos y culturales propios de la Policía (como la cosmología policial, los modos de relacionamiento social entre sus miembros y el valor simbólico asignado a la muerte), y que en esa incapacidad radican algunas claves para comprender su interrupción. Por que as reformas policiais falham? A literatura sobre políticas públicas costuma propor respostas racionalistas e cientificistas a esse tipo de questão, muitas vezes ignorando elementos culturais e simbólicos difíceis de ponderar e de identificar. Neste artigo, proponho uma leitura sobre a interrupção da reforma policial uruguaia (2010-2020) que leva em conta este tipo de fatores e que busca fornecer pistas para a compreensão do fracasso das reformas policiais ocorridas na América Latina. Os dados nos quais me baseio foram construídos no âmbito de uma investigação etnográfica sobre a Polícia Nacional do Uruguai (PNU). Concluo que a reforma policial uruguaia não conseguiu interpretar plenamente os elementos simbólicos e culturais da PNU (como a cosmologia policial, os modos de relacionamento social entre seus membros e o valor simbólico atribuído à morte), e que é justamente nesta incapacidade interpretativa que residem alguns dos principais fatores que levaram à sua interrupção.
