El objetivo de este artículo es proponer un modelo estructural y actualizado para el análisis y la construcción de políticas de seguridad y defensa. Se realiza una revisión de la literatura sobre el tema y, a partir de ello, se plantea el modelo y se analizan de forma prospectiva su utilidad, alcances y límites a futuro. Entre los resultados del estudio, se identifican dos grandes direccionamientos de la literatura: uno conceptual y formulador, y otro más exclusivo, político y técnico, así como un aparente consenso técnico sobre algunos elementos básicos de las políticas de seguridad y defensa. Frente a esto, se aporta una propuesta funcional para incrementar el conocimiento, racionalizar recursos y armonizar y mejorar la confección y la implementación de las políticas de seguridad y defensa. Abstract The objective of this article is to propose a structural and updated model for the analysis and construction of security and defense policies. A review of the literature on the topic is carried out and, based on it, the model is proposed and its usefulness, scope and limits for the future are analyzed prospectively. Among the results of the study, two main tendencies of the literature are identified: one conceptual and formulator, and another more exclusive, political and technical, as well as an apparent technical consensus on some basic elements of security and defense policies. O objetivo deste documento é propor um modelo estrutural atualizado para a análise e construção das políticas de segurança e defesa. Para conseguir isso, o trabalho é dividido em três seções principais através das quais não apenas uma revisão da literatura ou do mais recente estado da arte disponível será realizada, mas também uma descrição do modelo em si, juntamente com suas variáveis e componentes correspondentes, e um estudo analítico e prospectivo do modelo baseado em sua utilidade, escopo e limites futuros. Entre as principais conclusões do estudo estão não apenas a identificação de duas direções principais da literatura sobre o assunto (uma conceitual e formuladora, e outra mais exclusiva, política e técnica), um aparente consenso técnico sobre alguns elementos básicos de tais políticas, e sobre os quais nosso modelo toma forma e segue seu curso, e finalmente, um reconhecimento dos próprios limites e utilidade do modelo, que visa ser uma proposta funcional para aumentar o conhecimento, racionalizar recursos e harmonizar e melhorar a elaboração e implementação de políticas de segurança e defesa.
