This paper is an exploratory review of the concepts that apply to the subject of control that the civil power should apply on the military intelligence function, focused on the case of Chile and its recent State Intelligence System, established and regulated from the year 2004 by Law 19.974. Also, it is intended to make explicit some deficiencies in the intelligence model, in general, and in military intelligence, in particular, focused on the poor articulation of the system, parliamentary control and its development against new threats.

La inteligencia constituye un aspecto clave en la política de seguridad de los Estados, tanto por los controles civiles a los que debe estar sujeta, lo que asegurará la estabilidad de la democracia; como por su contribución técnica y operativa a otras áreas que han tomado relevancia en el mundo globalizado. En este trabajo se realiza una revisión exploratoria de los conceptos que aplican a la temática del control que el poder civil debe aplicar sobre la función de inteligencia militar, enfocado al caso de Chile y su reciente Sistema de Inteligencia del Estado, establecido y regulado desde el año 2004 por la Ley Nº 19.974.
