Asimismo, el trabajo identifica los desafíos y limites que enfrenta la intervención de esta institución. En particular, se examina su despliegue en las provincias del norte de la Argentina (Jujuy, Salta, Formosa, Corrientes y Misiones), como así también en el área metropolitana de la ciudad de Buenos Aires. El artículo se fundamenta en un extenso trabajo de campo en las provincias del norte del país que incluyó un total de 90 entrevistas a los actores involucrados.
