description The paper presents the results of the research carried out to explore the dynamics of a corporate institution such as the National Council on Salaries in Ecuador during the period 2007-2017. It was approached from two dimensions: its institutional design and the dispute around political representation. The implications of both dimensions in the management of the conflict between capital and labour, in the democratic scope of the institution and in the capacity of the State to be autonomous in the face of historically powerful interests, such as business interests, were studied. The research combined Jessop's strategic-relational and processual approach with a methodological strategy that articulated normative, newspaper and speech analysis elaborated in interviews. Some conclusions refer to the high state autonomy to define the rules of political representation of trade unions and business chambers, the reinforcement of the capital power l to the detriment of workers, and the inclusive and democratic orientation of the Council to have opened participation to historically excluded workers.

Se abordó a partir de dos dimensiones: su diseño institucional y la disputa alrededor de la representación política. Se estudiaron las implicancias de ambas dimensiones en la gestión del conflicto entre el capital y el trabajo, en el alcance democrático de la institución y en la capacidad del Estado para revestir autonomía frente a intereses históricamente poderosos, como los empresariales. La investigación combinó el enfoque estratégico-relacional y procesual de Jessop, con una estrategia metodológica que articuló análisis normativo, hemerográfico y de discursos elaborados en entrevistas.
