The results demonstrate that there is no significant relationship between fiscal policy and savings and employment levels in Colombia. With respect to the different components of internal savings, in both the public and private sectors, a possible “expulsion effect” was observed. |

En el presente trabajo tiene como propósito verificar la relación empírica entre las herramientas de la política fiscal con variables macroeconómicas tales como el ahorro interno, la inversión, el empleo, para el periodo 1970 – 2011. Es conveniente mencionar la importancia de la inversión como demanda, que al igualarse por el lado de la oferta con el ahorro permite dinamizar la producción y la generación de empleo para estabilizar internamente la economía. El ahorro y la inversión se analizan a través de un modelo econométrico empleando siete ecuaciones que muestran la relación supuesta de causalidad; además emplean variables Dummy para recoger los efectos sobre el ahorro de las distintas reformas fiscales implementadas en Colombia. Los resultados demuestran que las variables asociadas a la política fiscal no afectan en forma significativa en la determinación de ninguna de las modalidades de ahorro consideradas ni en la generación de empleo en Colombia. En cuanto a la relación entre los diferentes componentes del ahorro interno, tanto público como privado, se pudo establecer que posiblemente en Colombia se estaría dando el efecto expulsión.
