Sumario: | The Rosario Islands make up one of the main tourist attractions of the city of Cartagena. Nevertheless, the high poverty and misery rates that population has today, shows a very different economic and social reality from the dynamic tourist development of the region. The population receive $107,207 as per capita income monthly, 64% of inhabitants are in poor conditions, and 36% in misery. The economic and social development evaluated from Human Development Rates (HDR) 2007 reveals the income level as the main difficulty for the economic and social advance, which represents 18% of the total of the distance that the population has crossed to the maximum possible human development. The educational level (36%) and life expectancy (47%) are the main sources of development up to now. Collectively, the population is in 58% of possibilities of economic and social development. The strategy of local development that is discussed in this document promotes a sustainable economic growth in short and long term, from three strategical axes such as The optimal implementation (management/result) of public policies, the system of public transport, and the environmental regulation of new constructions. The expected effect of the implementation of strategical development is in a 50% of poverty, measured by an income rate of unsatisfied basic necessities and the Rate of Human Poverty (RHP), and a 100% of measurements by an income rate, both environmental reductions are compatible with the island ecosystem.Key Words: Local Development, Human Development Rate, Human Poverty Rate, Unsatisfied Basic Necessities Rate, Strategical Formulation, Plan Of Local Development.
