| Sumario: | In the present study a revision is made and it explores the relation between the poverty and vulnerability concept. The poverty like shortage of monetary income covering basic necessities is assumed with the homes and vulnerability like the impact that cause economic, social and environmental events, on the capacities of the people and the communities. Revision of Latin American statistics is used and the situation of Colombia is analyzed from secondary sources of information. Poverty and vulnerability are observed and described like essential elements that are in the scopes of the work, of the human capital, the share capital and the physical capital.Key Words: basic necessities, mensuration and analysis of the poverty, public politics, Latin America
