Sumario:Higher Education Institutions with public financing, are accountable to the Colombian State, through management indicators, for which the State outlines some general guidelines that support government decisions on policies in higher education, including the allocation budget to universities. As planned, the management indicators are not rooted in a system itself, which is why this paper presents a critical analysis of management indicators for public education in Colombia, based on the quality model proposed by Arturo de la Orden Hoz, which integrates the efficiency, effectiveness and functionality. We conclude that management indicators proposed by the Colombian state for public universities do not measure the effectiveness and relevance of the education provided; which is efficient and significantly cut and the main purpose of its implementation is to have some elements that guide decisions on the allocation of financial resources to HEIs as well as decide on the feasibility or viability of the continuance of them in the performance of the function entrusted to it by the State.Key Words: Quality, Quality of education, assessment, university management, indicators
