Sumario:The economic development plans are always relevant in the political and economic agendas of developed and emerging (3rd world) countries, however, in some countries like Colombia and Puerto Rico, which have implemented models of development by promoting a high private sector participation; the model for economic development focus on business development, business creation, investment stimulation and business culture. Additionally, the appearance of new entrepreneurs results on employment creation, economic growth and development. This article presents a reading on the current situation in Colombia and Puerto Rico, regarding the creation of enterprises with national venture capital, focusing primarily on the creation process of micro, small and medium enterprises, and the role played by MSME Agencies in supporting the emergence and strengthening of these economic units. indicating some differences between these countries, assessing some aspects investigated by the General ,Entrepenuership Monitor- GEM and other related statistics of MSMEs development concerning job creation, growth, impact on GDP, etc., which finally reveal the existence of other important elements (not economic) which impact on business creation and have been poorly developed in the existing literature.Key Words: Economic development, business development, business density, Entrepenuership, msme (micro small and medium enterprises) agencies.
