Sumario:This article analyzes the processes of targeting in public policies and their effects on social mobility. The ethical implications of the validity of targeting versus universalization are described, discussing the associated social costs. With this, the need for territorial regionalization is briefly raised. Finally, a standardized targeting mechanism in Colombia is discussed: SISBEN IV, a method that has been reached not only because of the regulations that are periodically updated, but also because of the need to correct corruption practices that led to inadequate targeting of beneficiaries of social programs.
