Sumario:Latin America is the region with more inequality, between and within countries, which persists with different economic systems and socioeconomic models. Despite the efforts of organizations such as the Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations (UN) with the structural change and other socioeconomic instruments, it has not been enough. The purpose of this research, and its main contribution, is a proposal of a new strategic alternative programme of territorial development “The endogenous Collective Awareness”, which aims to articulate actions taken by all agents within a territory, encouraging the associativism through the elaboration of projects that allow a sustainable territorial development.
