Sumario: | The situation of the Technological Development Centers (CDTs) in Colombia is very heterogeneous. Likewise, it is stated that the technological level and profitability of CDT activities is quite low, although there are some exceptions. Therefore, it is necessary to urgently address this problem by creating a clear policy associated with the processes of international globalization. To solve this problem, some studies propose in the future, strengthening the financing of these centers through a public policy that encourages the creation of a comprehensive management system. It is then worth asking: Is a comprehensive management system the most appropriate means to strengthen the Technological Development and Productivity Centers? The present article aims to analyze the public policy to support the centers of technological development and productivity in Colombia to answer this question. To carry out this document, a bibliographic review was made with a scientific database, with which a theoretical framework and a comprehension model were built that would allow the analysis of the answer to the research question.
