Accommodating these differences, federalism has transformed more actors in decision-makers, distributing prerogatives to subnational levels and to central government central. In its constitutions or in its infra-constitutional legislation, federal systems create mechanisms to mitigate and to equilibrate socio-economic differences among regions. Are these instruments effective? To what extent do federalisms manage to narrow the gap between the more and less developed jurisdictions? ¿How is possible the co-existence between the effort on equality among regions and the grant of autonomy for the regions to create their own public policies? This working paper aims to analyze, with the federalism theories, the relation between that phenomenon and the socio-economic equality in the territory, paying attention to link between institutional factors and the human development of a certain region in a federal country.

El federalismo es una herramienta que se mostró eficaz para conciliar intereses conflictivos por razones económicas, políticas, religiosas, étnicas, entre otras, en aquellos países que aplicaron este instrumento. Al acomodar esas diferencias, hizo partícipes de los procesos de toma de decisiones a más actores que bajo los sistemas unitarios, distribuyendo así competencias a los niveles subnacionales y al gobierno central. Los sistemas federales, en sus constituciones o en legislación infra-constitucional, crean mecanismos para buscar mitigar y equilibrar las diferencias socio-económicas entre las regiones. ¿Qué tan eficaces resultan estos instrumentos? ¿En qué medida los federalismos logran acortar la brecha entre las jurisdicciones más y menos desarrolladas? ¿Cómo es posible la coexistencia entre la búsqueda de igualdad entre las regiones y el otorgamiento de autonomía para la creación de políticas públicas subnacionales, que reflejen las necesidades locales? Lo que pretende el trabajo es analizar, desde las teorías del federalismo, la relación entre ese fenómeno y la igualdad socio-económica en el territorio, prestando atención a la vinculación entre los factores institucionales y el desarrollo humano de una determinada región de un país federal.
