The Decentralized Autonomous Government of Portoviejo’s Municipality has developed Plan 2035, which focuses on improving quality, inclusion, transparency, and efficiency in welfare and public services provided to citizens. Within this framework, the Culture and Heritage Program provides for sustainable development of urban and rural areas. Currently, the Plan for the Recovery of the Historical Archive, the network of municipal libraries, and an innovative project at the “Pedro Elio Cevallos Ponce” library are being carried out. El Gobierno Autónomo Descentralizado del Municipio de Portoviejo ha desarrollado el Plan 2035, enfocado en el mejoramiento continuo de los procesos en términos de calidad, inclusión, transparencia, modernidad para brindar bienestar y servicios públicos eficientes a la ciudadanía. En el marco de dicho plan, se establece el programa Cultura y Patrimonio, una oportunidad de desarrollo sostenible de las zonas urbanas y rurales. Este programa se enmarca en el “incremento de actores culturales en el cantón, sean estos gestores, artistas, productores, investigadores y otros profesionales relacionados a las artes como una manifestación de la cultura y al patrimonio cultural”. (Plan 2035, 2021: 7). Actualmente, se lleva a cabo el Plan de Recuperación del Archivo Histórico y de la red de bibliotecas municipales; y uno de los proyectos más innovadores desarrollado en la Biblioteca “Pedro Elio Cevallos Ponce”, fundada en el año 1909.
