Sumario:The Decentralized Autonomous Government of Portoviejo’s Municipality has developed Plan 2035, which focuses on improving quality, inclusion, transparency, and efficiency in welfare and public services provided to citizens. Within this framework, the Culture and Heritage Program provides for sustainable development of urban and rural areas. This program will “increase the number of cultural actors in the canton, e.g., managers, artists, producers, researchers and other professionals related to the arts as a cultural practice and cultural heritage.” (Plan 2035, 2021: 7). Currently, the Plan for the Recovery of the Historical Archive, the network of municipal libraries, and an innovative project at the “Pedro Elio Cevallos Ponce” library are being carried out.
