description | Given the scarcity of research on the impact of the privatization of the prison system in Latin America, we take the Mexican case with the aim of problematizing the implementation of prison outsourcing and the accreditation of new prisons by the American Correctional Association (ACA). In historical context, we will see how the privatization of prisons and the expansion of precariousness and incarceration as a form of government began with the signing of the Merida Plan, amidst the crossfire of the war declared against drug trafficking, which brought the neoliberalizing impulse with which the prison outsourcing model would begin. Based on the methodology of situated narratives, we problematized, together with a prison worker, the subjectivizing conditions that would mobilize prison outsourcing among new employees in this type of prisons. We also analyzed the details of the labor activity regime that the ACA standards require of them. We conclude that prison outsourcing poses a labor horizon of precariousness in which those who integrate it are required to progressively develop a multipurpose technical toolbox; this kind of polytechnical worker must also be subject to the activity regime of the ACA and to the punitive sensitivity of the actuarial model.

Ante la escasez de investigaciones que atiendan el impacto de la privatización del sistema penitenciario en América Latina, tomamos el caso mexicano con el objetivo de problematizar la implantación del outsourcing penitenciario y la acreditación de los nuevos penales a cargo de la Asociación de Correccionales de América (ACA). En su contextualización histórica, veremos cómo la privatización de las prisiones y la expansión de la precarización y el encarcelamiento como forma de gobierno se localizan a partir de la firma del Plan Mérida, en medio del fuego cruzado de la guerra declarada contra el narcotráfico; la rúbrica traerá un impulso neoliberalizador con el que desembarcará el modelo del outsourcing penitenciario. Con base en la metodología de las narrativas situadas problematizamos, junto con una trabajadora penitenciaria, las condiciones subjetivantes que movilizarían el outsourcing penitenciario en empleados y empleadas de nuevo ingreso en este tipo de penales. También analizamos los pormenores del régimen de actividad laboral al que los estándares de la ACA les conminan. Concluimos que el outsourcing penitenciario plantea un horizonte laboral de precarización en el cual se exige a quien lo integra que desarrolle progresivamente una caja de herramientas técnicas multiusos; esta suerte de trabajador o trabajadora politécnica deberá también sujetarse al régimen de actividad de la ACA y a la sensibilidad punitiva del modelo actuarial. Dada a escassez de investigações que abordem o impacto da privatização do sistema penitenciário na América Latina, tomamos o caso mexicano com o objetivo de problematizar a implementação da terceirização penitenciária e o credenciamento das novas prisões a cargo da Associação de Penitenciárias da América (ACA, pela sigla em espanhol). Em sua contextualização histórica, veremos como a privatização dos presídios e a expansão da precariedade e do encarceramento como forma de governo se situam após a assinatura do Plano Mérida, em meio ao fogo cruzado da guerra declarada ao narcotráfico, trazendo um impulso neoliberal com o qual desembarcará o modelo de terceirização prisional. A partir da metodologia das narrativas situadas, junto a uma trabalhadora penitenciária, problematizamos as condições de subjetivação que mobilizariam a terceirização prisional em novos servidores neste tipo de prisão. Analisamos também os detalhes do regime de atividade laboral a que as normas da ACA os obrigam. Concluímos que a terceirização penitenciária apresenta um horizonte laboral de precarização em que se exige dos que a integram o desenvolvimento progressivo de uma caixa de ferramentas técnicas polivalentes, na qual este tipo de trabalhadora ou trabalhador politécnico deve ainda estar sujeito ao regime de atividade da ACA e à sensibilidade punitiva do modelo atuarial.
