The purpose of this text is to illustrate – in dialectic form – the way in which resilience has been used in neoliberal strategies of urban transformation, given that it has been instrumentalized to normalize distinct spaces in cities. To respond to the question, document analysis has been used as a research methodology. Among the main conclusions of the study on which this article is based, two aspects regarding urban resilience that had not been studied to-date stand out. First, the use of the term reflects typical characteristics of performative concepts, with the power that that type of notion has for reducing its object to a hegemonic and repetitive narrative – in this case, the urban and its construction. Second, in concordance with critical urban theory and through a genealogical analysis of Foucauldian inspiration applied to the instrumental use of resilience, it is shown how this concept has been converted into a notion that facilitates the neoliberal project, which has dominated processes of change in urban Latin America in the 21st century.

El propósito con este texto es ilustrar, de forma dialéctica, la manera en que se ha utilizado la resiliencia en las estrategias neoliberales de transformación urbana, puesto que ha sido instrumentalizada a fin de normalizar los diversos espacios de las ciudades. Para responder a la pregunta se empleó el análisis documental como metodología de investigación. Entre los principales resultados a los que se llegó con el estudio en que se basa este artículo, sobresalen dos aspectos hasta ahora no investigados sobre la resiliencia urbana. Primero, que el uso del término presenta las características típicas de los conceptos performativos, con el poder que ese tipo de nociones tiene para reducir su objeto a una narración hegemonizante y repetitiva –en este caso, lo urbano y su construcción–. Segundo, en línea con las teorías críticas del urbanismo y a través de un análisis genealógico de inspiración foucaultiana, aplicado al uso instrumental de la resiliencia, se demuestra cómo esta se ha convertido en una noción funcional al proyecto neoliberal, que ha dominado los procesos de cambio en las urbes de América Latina durante el siglo XXI. Por que usamos o termo resiliência e quais as implicações desse uso para o espaço urbano? A partir dessa questão, desenvolve-se a reflexão deste artigo. O objetivo deste texto é ilustrar, de forma dialética, a forma como a resiliência tem sido utilizada nas estratégias neoliberais de transformação urbana, uma vez que tem sido instrumentalizada para normalizar os diversos espaços das cidades. Para responder à questão, utilizou-se a análise documental como metodologia de pesquisa. Entre os principais resultados alcançados com o estudo no qual se baseia este artigo, destacam-se dois aspectos da resiliência urbana que não foram investigados até o momento. Primeiro, que o uso do termo apresenta as características típicas dos conceitos performativos, com o poder que esse tipo de noção tem de reduzir seu objeto a uma narrativa hegemonizante e repetitiva –no caso, o urbano e sua construção. Em segundo lugar, em linha com as teorias críticas do urbanismo e através de uma análise genealógica de inspiração foucaultiana, aplicada ao uso instrumental da resiliência, demonstra como esta se tornou uma noção funcional no projeto neoliberal, que dominou os processos de mudança. as cidades da América Latina durante o século XXI.
