description | Since the beginnings of the COVID-19 pandemic, intellectuals and technical urban personnel across the world developed diagnostics and mediatic prophecies about the radical changes that cities would suffer and, particularly, spaces for public use. This text analyzes the urban changes that the Government of the City of Buenos Aires developed during the fourth period of the Republican Proposal Party (2019-2022), in response to the challenge of the pandemic. In addition, these changes are compared with the previous management of the same party between 2007 and 2019. The objective is to trace continuities and ruptures among the programs implemented, in relation to the rhetoric regarding public space, and in the urban planning used to design and justify urban policies. For this, a hybrid methodological design was developed that combines document, spatial, and cultural analysis. The methodological strategy was concentrated on the empirical production and descriptive and interpretative analysis of a documental body that included two main sources – publications from local government and from mass media. From the results it is evident that, before the conformation of a new post-COVID urban paradigm, local urban management during the pandemic was characterized by the deepening of existing transformations and urban models. Thus, the pandemic operated as a catalyst for changes that were already being developed. |

Desde los inicios de la pandemia por la covid-19, intelectuales y personal técnico urbanístico de todo el mundo elaboraron diagnósticos y profecías mediáticas sobre los cambios radicales que sufrirían las ciudades y, particularmente, sus espacios de uso público. En este texto se analizan las acciones urbanas que desempeñó el Gobierno de la Ciudad de Buenos Aires, durante la cuarta gestión del Partido Propuesta Republicana (2019-2022), como respuesta a los desafíos de la pandemia; asimismo se compara con las gestiones anteriores del mismo partido entre 2007 y 2019. El objetivo es rastrear las continuidades y rupturas en los programas implementados, en las retóricas elaboradas acerca del espacio público y en los paradigmas urbanísticos utilizados para diseñar y justificar la política urbana. Para ello, se desarrolló un diseño metodológico híbrido que combinó los análisis documental, espacial y cultural. La estrategia metodológica estuvo centrada en la producción empírica y en el análisis descriptivo e interpretativo de un corpus documental conformado por dos fuentes principales: publicaciones del gobierno local y de medios de comunicación masivos. Con los resultados se evidencia que, antes que la conformación de un nuevo paradigma urbanístico poscovid, la gestión urbana local durante la pandemia se caracterizó por la profundización de transformaciones y modelos urbanísticos preexistentes; así, la pandemia operó como catalizadora de cambios que venían gestándose con anterioridad. Desde o início da pandemia de covid-19, intelectuais e técnicos urbanos de todo o mundo elaboram diagnósticos e profecias midiáticas sobre as mudanças radicais pelas quais passariam as cidades e, principalmente, seus espaços de uso público. Este texto analisa as ações urbanas realizadas pelo Governo da Cidade de Buenos Aires, durante a quarta gestão do Partido da Proposta Republicana (2019-2022), em resposta aos desafios da pandemia, ao passo que se comparada com as gestões anteriores do mesmo partido entre 2007 e 2019. O objetivo é traçar as continuidades e rupturas nos programas implementados, na retórica elaborada sobre o espaço público e nos paradigmas urbanos utilizados para desenhar e justificar a política urbana. Para isso, foi desenvolvido um desenho metodológico híbrido que combinou análise documental, espacial e cultural. A estratégia metodológica centrou-se na produção empírica e na análise descritiva e interpretativa de um corpus documental constituído por duas fontes principais: publicações do governo local e meios de comunicação social.
