description Since the return to democracy, Argentina has witnessed two stages with respect to defense priorities. In the first stage, which lasted 20 years, civilian control of the armed forces dominated the agenda, while the management of strategic areas was postponed. During the second stage, the institution of the Cycle of Planning of National Defense (CPDN) in 2007 signaled an inflection point that granted political authorities with the tools for taking on strategic areas; however, the empowerment of civilians sparked marches and countermarches. This article covers the management of defense between 2015 and 2021, with the aim of analyzing sectorial strategic planning and actions implemented in relation to the CPDN during the governments of Mauricio Macri (2015-2019) and Alberto Fernández (2019-2021). Methodologically, the study is qualitative-comparative, and it is based on primary and secondary sources and interviews with key actors. It is concluded that the administration of Cambiemos (2015-2019) reflects a case of “deficient civilian accommodation.” By contrast, during the first half of the government of Alberto Fernández a “political government of defense” advanced, as evidence shows a firm governance will for the exercise of this mandate; expertise in the political ranks and technicians of the ministry for supervising the CPDN; and operating capacity for implementing the defined policies.

Desde el retorno a la democracia, Argentina experimentó dos etapas con respecto a las prioridades de la Defensa. En la primera, que se extendió durante 20 años, el control civil de las Fuerzas Armadas dominó la agenda, mientras que la conducción de los aspectos estratégicos fue postergada. Durante la segunda, la instauración del Ciclo de Planeamiento de la Defensa Nacional (CPDN), en 2007, significó un punto de inflexión que dotó a las autoridades políticas de herramientas para asumir la dimensión estratégica; no obstante, el empoderamiento de los civiles registró marchas y contramarchas. En el artículo se abordan las gestiones de Defensa entre 2015 y 2021 a fin de analizar el planeamiento estratégico sectorial y las medidas implementadas en cuanto al CPDN durante los gobiernos de Mauricio Macri (2015-2019) y Alberto Fernández (2019-2021). Metodológicamente, el trabajo es cualitativo-comparativo y se apoya en fuentes primarias, secundarias y entrevistas a actores clave. Se concluye que la administración de Cambiemos (2015-2019) refleja un caso de “acomodamiento civil deficiente”. Como contracara, en la primera mitad del mandato de Alberto Fernández se presenta un “gobierno político de la Defensa”, ya que la evidencia muestra una firme voluntad de conducción para el ejercicio del mando; pericia de los cuadros políticos y técnicos del Ministerio para supervisar el CPDN; y capacidad operativa para instrumentar las políticas decididas. Desde o retorno à democracia, a Argentina vivenciou duas etapas no que diz respeito às prioridades de Defesa. Na primeira, que durou 20 anos, o controle civil das Forças Armadas dominou a agenda, enquanto a condução dos aspectos estratégicos foi adiada. Na segunda, a criação do Ciclo de Planejamento da Defesa Nacional (CPDN), em 2007, significou uma virada que dotou as autoridades políticas de instrumentos para assumir a dimensão estratégica, no entanto, o empoderamento dos civis registrou marchas e contramarchas. O artigo aborda os esforços da Defesa entre 2015 e 2021 para analisar o planejamento estratégico do setor e as medidas implementadas em relação à CPDN durante os governos de Mauricio Macri (2015-2019) e Alberto Fernández (2019-2021). Metodologicamente, o trabalho é qualitativo-comparativo e se baseia em fontes primárias e secundárias e entrevistas com atores-chave. Conclui-se que a administração de Cambiemos (2015-2019) reflete um caso de “deficiente acomodação civil”. Por outro lado, na primeira metade do mandato de Alberto Fernández apresenta-se um “governo político da Defesa”, já que a evidência mostra uma firme vontade de liderar o exercício do comando, competência dos quadros políticos e técnicos do Ministério para a supervisão da CPDN, e capacidade operacional para implementar as políticas decididas.
