description The incorporation of a sex-gender diversity approach in the Plan of Territorial Organization of the city of Pereira, Colombia, constitutes a historical achievement in the current scenario of institutional resistance to public policies that contemplate sexual differences. This article analyzes this achievement of the LGBTI population – specifically trans, within the power structure of a masculinized nation state, whose agents are in charge of territorial planning. Feminist theories, geographies of sexuality, and queer theories merged, with the aim of explaining the connection between these policies, the subjects involved, and the occupation of territory for sex work. The methodology used is qualitative, as an in-depth interview was applied and the criteria of an urban design manual were reviewed, in order to describe the relationship between the actors during the inclusion of the trans population and sex trade zones in the ordinance plan (2015) and its reform project (2017). The analysis was extended to the Covid-19 pandemic scenario to identify how, despite this achievement, trans subjects were again excluded from the statistics and policies applied following confinement. It is concluded that the Pereira experience reveals the importance of including sex-gender diversity in territorial design and planning processes.

La incorporación del enfoque de la diversidad sexogenérica en el Plan de Ordenamiento Territorial de la ciudad de Pereira, Colombia, constituye un logro histórico en el actual escenario de resistencias institucionales ante las políticas públicas que contemplan a las diferencias sexuales. En este artículo se analiza dicho logro representado por la población LGBTI, específicamente trans, dentro de la estructura de poder de un Estado nación masculinizado, cuyos agentes se encargan de la planificación territorial. Se fusionan teorías feministas, geografías de la sexualidad y teorías queer, con el objetivo de explicar la conexión entre estas políticas, los sujetos implicados y la ocupación del territorio para el trabajo sexual. La metodología utilizada es cualitativa, se aplicó una entrevista en profundidad y se revisaron los criterios de un manual de diseño urbanístico para describir la relación entre los actores durante la inclusión de la población trans y las zonas del comercio sexual en el plan de ordenamiento (2015) y su proyecto de reforma (2017). Se extendió el análisis al escenario de la pandemia por covid-19 para identificar cómo, a pesar del logro obtenido, las sujetas trans fueron nuevamente excluidas de las estadísticas y medidas planteadas tras el confinamiento. Se concluye que la experiencia de Pereira revela la importancia de incluir la diversidad sexogenérica en los procesos de diseño y planificación territorial. Este artigo analisa essa conquista representada pela população LGBTI, especificamente trans, dentro da estrutura de poder de um Estado-nação masculinizado, cujos agentes são responsáveis ??pelo planejamento territorial. Teorias feministas, geografias da sexualidade e teorias queer são mescladas, com o objetivo de explicar a conexão entre essas políticas, os sujeitos envolvidos e a ocupação do território para o trabalho sexual. A metodologia utilizada é qualitativa, aplicou-se uma entrevista em profundidade e revisou-se os critérios de um manual de desenho urbano para descrever a relação entre os atores durante a inclusão da população trans e as áreas de comércio sexual no plano de planejamento (2015) e seu projeto de reforma (2017). A análise foi estendida ao cenário da pandemia de COVID-19 para identificar como, apesar da conquista obtida, as pessoas trans foram novamente excluídas das estatísticas e medidas propostas após o confinamento.
