description The Global Environmental Impunity Index Mexico 2020 develops a methodology for measuring environmental impunity levels. Environmental impunity is defined through a thick approach following green criminology and refers to the lack of investigation, prosecution, punishment, and damage reparation of crimes committed against the environment; non-compliance of environmental or climate policy objectives; and the inexistence of intergenerational strategies and policy programs. The results show low performance in Mexican states, as they reach half the maximum score they could achieve. This reflects fragile environmental policies and insufficient institutional capacities to protect ecosystems and guarantee the right to a healthy environment. We focus on the importance of measuring degrees of environmental impunity to operationalize environmental justice problems; we discuss the scope of the concept of environmental impunity; we explain the methodological design of its four dimensions, its forty-two indicators, and the statistical model of the Index; and we analyze its aggregate results. In conclusion, the need to develop more reliable systems of environmental indicators; the explanatory value of institutional capacities; and the complexity involved in measuring environmental crimes and damage are each highlighted.

En el Índice Global de Impunidad Ambiental México (2020) se desarrolla una metodología cuantitativa para medir los niveles de dicha categoría. Siguiendo la criminología verde se define impunidad ambiental, en un sentido amplio, para integrar la imposibilidad de investigar, perseguir, enjuiciar, sancionar y reparar los delitos y daños en contra del medioambiente; el incumplimiento de objetivos de política ambiental y climática, así como la inexistencia de estrategias y programas de políticas públicas intergeneracionales. Los resultados del índice evidencian que el desempeño de los estados en México se encuentra por debajo de la mitad del puntaje máximo que podrían alcanzar, lo cual refleja una política ambiental muy frágil, insuficientes capacidades institucionales para proteger los ecosistemas y la imposibilidad de garantizar el derecho a un medioambiente sano. En este trabajo se argumenta sobre la importancia de medir grados de impunidad ambiental como una forma de operacionalizar problemas de justicia; se discute el alcance de dicho concepto; se explica la metodología estructurada en cuatro dimensiones, 42 indicadores y el modelo estadístico que componen el índice; y se analizan los resultados obtenidos de manera desagregada. Como conclusión se destacan la necesidad de desarrollar sistemas de indicadores más confiables en materia ambiental, el valor explicativo de las capacidades institucionales y la complejidad involucrada en la medición de los delitos y el daño ambiental. No Índice Global de Impunidade Ambiental México (2020) é desenvolvida uma metodologia quantitativa para medir os níveis dessa categoria. Seguindo a criminologia verde, a impunidade ambiental é definida, em sentido amplo, para integrar a impossibilidade de investigar, processar, julgar, punir e reparar crimes e danos contra o meio ambiente, ademais do incumprimento dos objetivos das políticas ambientais e climáticas, bem como a inexistência de estratégias e programas de políticas públicas intergeracionais. Os resultados do índice mostram que o desempenho dos estados no México está abaixo da metade da pontuação máxima que poderiam alcançar, o que reflete uma política ambiental muito frágil, capacidades institucionais insuficientes para proteger os ecossistemas e a impossibilidade de garantir o direito a um meio Ambiente saudável. Este artigo discute: a importância de mensurar graus de impunidade ambiental como forma de operacionalizar problemas de justiça; o alcance do referido conceito; explica-se a metodologia estruturada em quatro dimensões, 42 indicadores e o modelo estatístico que compõem o índice; e, analisam-se os resultados obtidos ??de forma desagregada. Em conclusão, destacam-se a necessidade de desenvolver sistemas de indicadores mais confiáveis ??em questões ambientais, o valor explicativo das capacidades institucionais e a complexidade envolvida na medição de crimes e danos ambientais.
