COO’s combine delegation of control over public policy to independent watchdog government agencies with a strong involvement of ordinary citizens. In this text the case is made that the consolidation or weakening of the COO is dependent to a large degree on the ability of their leaders to achieve public recognition. This capability- in turn- depends on the way in which they go about performing in Government positions and on the wider political context. The present article is based on a case study of citizen watchdog organizations, which appeared in Ecuador between 2000 and 2017, as part of social and political efforts to fight corruption in the country. The study examines press releases, reports, interviews and survey data from the following sources: Barómetro de las Américas, Latinobarómetro y Perfiles de Opinión. The scrutinized data provides valuable insights about how the capacity of leaders to achieve public recognition and expedite institutional consolidation is related to the ways in which ordinary citizens gain access to oversight organizations in three different political contexts. The article arrives at the conclusion that facilitating the involvement of grass-roots social organizations helps the consolidation of COO’s, especially in contexts of widespread political fragmentation, while, on the other hand, meritocracy by itself fails to promote recognition, particularly in settings where close and bitter political competition is prevalent. |

En este artículo se analizan los organismos ciudadanos de regulación (OCR) mediante un diálogo entre la literatura sobre organismos regulatorios e instituciones participativas. En los ORC se combinan la delegación de tareas de control sobre política pública en agencias estatales independientes con las cualidades ciudadanas de los dirigentes. Precisamente, en este texto, se argumenta que las trayectorias de consolidación y debilitamiento de los OCR están ligadas a la capacidad de sus líderes para construir reconocimiento; en tal mecanismo intervienen la forma en que ocupan sus posiciones en el Estado y los factores del contexto político. El análisis se basa en un estudio de caso de los organismos de control ciudadano ante la corrupción en Ecuador entre 2000 y 2017; se revisan notas de prensa, informes, entrevistas y datos de las siguientes encuestadoras: Barómetro de las Américas, Latinobarómetro y Perfiles de Opinión. Se examina, durante tres contextos políticos no equivalentes, cómo el acceso de perfiles ciudadanos a organismos reguladores incide en la capacidad de sus líderes para ganar reconocimiento y facilitar procesos de consolidación institucional. Se concluye que la disposición de espacios para organizaciones sociales es positiva para la consolidación de los OCR, sobre todo en entornos de fragmentación política, mientras que los arreglos de tipo meritocrático no contribuyen a la adquisición de reconocimiento, especialmente en entornos de competencia política cerrada. Neste artigo, os órgãos reguladores cidadãos (OCR) são analisados ??por meio de um diálogo entre a literatura sobre órgãos reguladores e instituições participativas. Os ORCs combinam delegação de tarefas de controle sobre políticas públicas a agências estatais independentes com as qualidades cívicas dos líderes. Precisamente, neste texto, argumenta-se que as trajetórias de consolidação e enfraquecimento dos OCRs estão vinculadas à capacidade de seus líderes em construir reconhecimento. Nesse mecanismo intervêm a forma como ocupam os seus cargos no Estado e os fatores do contexto político. A análise é baseada em um estudo de caso de órgãos de controle do cidadão diante da corrupção no Equador entre 2000 e 2017, e são analisados ??comunicados à imprensa, relatórios, entrevistas e dados das seguintes pesquisas: Barômetro das Américas, Latinobarômetro e Perfis de opinião. Examina, durante três contextos políticos não equivalentes, como o acesso dos perfis dos cidadãos aos órgãos reguladores afeta a capacidade de seus líderes obterem reconhecimento e facilitarem os processos de consolidação institucional. Conclui-se que a disponibilização de espaços para organizações sociais é positiva para a consolidação dos OCRs, especialmente em ambientes de fragmentação política, enquanto arranjos de tipo meritocrático não contribuem para a aquisição de reconhecimento, especialmente em ambientes de competição política fechada.
