description | The Paraguay-Paraná Waterway program (HPP in Spanish), was a large scale infrastructure project which intended to attract global investment to five South American countries and intensify the extraction of “natural resources”, for export to major world production centers. This article examines the discursive strategies deployed in Argentina during the 1990’s, by the sponsors of the project in their efforts to establish a specific “truth” supporting their efforts to appropriate the territory. This research combines the approaches of disciplines such as human geography and political ecology. The historical object of the study is based on documentary sources and shows that the dominant discourse about the HPP was built around three main ideas: privatization, efficiency and regional integration. The first two revolve around the notion of “State failure” and the third reshapes the ideology of regional integration from a neo-liberal perspective. These guiding ideas took particular nuances in Argentina´s specific historical and economic conditions and were able to help impose this extractive project, without having to face any significant opposition. |

El programa infraestructural Hidrovía Paraguay-Paraná (HPP) puede considerarse un proyecto de gran escala, orientado, por un lado, a fijar los capitales globales en los territorios de cinco países de América del Sur, y por otro, a intensificar la extracción de “recursos naturales” para exportarlos a los centros de producción global. En este artículo se examina las estrategias discursivas desplegadas en Argentina, durante la década de los 90, por los promotores del proyecto, en su propósito de instalar una “verdad” específica acerca del mismo. El objetivo es evidenciar que las prácticas territoriales de los grupos de poder se sustentaron en estrategias discursivas orientadas a instalar socialmente determinadas “verdades”, funcionales a sus pretensiones de apropiación territorial. La investigación adopta un enfoque transversal basado en los aportes conceptuales de la geografía humana y la ecología política. La construcción del objeto histórico se ha sustentado en el análisis documental. Tres han sido las ideas principales que cimentaron los discursos en torno a la HPP: privatización y eficiencia, estas dos integraron el discurso del “fracaso estatal”; y la tercera es la integración regional, en su resignificación neoliberal. Tales ideas adquirieron matices en función de la situación histórica y productiva específica de Argentina, y crearon las condiciones favorables para llevar adelante, con escaso cuestionamiento, la empresa extractiva. O programa de infraestrutura da Hidrovia Paraguai-Paraná (HPP) pode ser considerado um projeto de grande envergadura, que visa, por um lado, fixar capital global nos territórios de cinco países sul-americanos, e, por outro, intensificar a extração de “recursos naturais” para exportá-los para centros de produção globais. Este artigo examina as estratégias discursivas implantadas na Argentina, durante os anos 90, pelos promotores do projeto, no intuito de instalar uma "verdade" específica sobre ele. O objetivo é mostrar que as práticas territoriais dos grupos de poder se baseavam em estratégias discursivas voltadas para a instalação social de certas "verdades", funcionais às suas reivindicações de apropriação territorial. A pesquisa adota uma abordagem transversal baseada nas contribuições conceituais da geografia humana e da ecologia política. A construção do objeto histórico baseou-se na análise documental. Foram três as ideias principais que fundamentaram os discursos em torno da HPP: privatização e eficiência, essas duas constituíram o discurso do “fracasso do Estado”; e a terceira é a integração regional, em sua ressignificação neoliberal. Tais ideias adquiriram nuances em função da situação histórica e produtiva específica da Argentina e criaram condições favoráveis ??para realizar, com poucos questionamentos, o empreendimento extrativista.
