description | After reviewing the main approaches about public accountability studies in Latin America, we open a dialogue with the authors who contributed to this dossier and provide some thoughts about the pending topics in the research agenda of public accountability in the region. We highlight the importance of an encompassing reading that would allow us to think in terms of democratic accountability regimes, beyond specific experiences of social, political or administrative control. We analyze the interdependence between these types of control through a typology based on coercion and participation in the interplays between the State and non-State actors. We then review the main challenges raised by the institutional changes that have occurred in Latin America since the democratic transitions. We argue that the scenario of public accountability and its different institutional mechanisms are more diverse and complex than what Guillermo O’Donnell’s theory of delegative democracy elaborated in the 1990s suggested. On the one hand, the functions of horizontal accountability were enforced in various countries, increasing the functional autonomy of (political) balance agencies, while the specialized (administrative) agencies acquired greater capacity. On the other hand, democratic innovation expanded the incidence of social controls through the institutionalization of participative and non-electoral representative agencies. Finally, the diffusion of transparency policies has produced synergies with the opportunities created by other changes (social networks, among others). |

Resumen Tras revisar los principales enfoques de estudio de los controles democráticos en América Latina, se entabla un diálogo con los autores que contribuyeron a este dossier y se reflexiona sobre los temas pendientes en la agenda de investigación sobre los controles democráticos en la región. Se destaca la importancia de lecturas articuladas que conlleven a pensar en términos de regímenes de controles democráticos, más allá de las experiencias específicas de control político, social o administrativo. Se examina la interdependencia entre controles políticos sociales y administrativos utilizando una tipología basada en la coerción y la participación en las interacciones entre el Estado y los actores no-estatales. Luego se revisan los principales retos que plantean los cambios institucionales ocurridos en la región desde las transiciones democráticas. Se observa que el escenario y los diversos mecanismos institucionales de controles democráticos son más diversos y complejos que lo que sugería la teoría de la democracia delegativa propuesta por Guillermo O’Donnell en la década de 1990. Por un lado, las funciones de control horizontal fueron fortalecidas en algunos países, incrementando la autonomía funcional de las agencias (políticas) de balanza, mientras que las agencias (administrativas) especializadas adquirían mayor capacidad e incidencia. Por otro lado, la innovación democrática amplió el alcance de los controles sociales mediante la institucionalización de instancias de participación y representación no electoral. Por último, la difusión de políticas de transparencia ha generado sinergias con las oportunidades abiertas por otros cambios (redes sociales, entre otros). Após revisar as principais perspectivas de análise no estudo dos controles democráticos na América Latina, estabelecemos diálogo com os autores que contribuíram para este dossier e refletimos sobre os temas ainda pendentes na agenda de pesquisa dos controles democráticos na região. Salientamos a importância de leituras articuladas propícias para pensar em termos de regimes de controles democráticos, para além de experiências específicas de controle político, social ou administrativo. Examinamos a interdependência entre controles políticos sociais y administrativos mediante a utilização de tipologia baseada na coerção e na participação nas interações Estado e atores não-estatais. Depois revisamos os principais desafios colocados pelas mudanças institucionais ocorridas na região desde as transições democráticas. Observamos que o cenário dos diversos mecanismos institucionais de controle democrático é más diverso e complexos que aquele sugerido pelo diagnóstico teórico da democracia delegativa proposto por Guillermo O’Donnell nos anos 1990. De um lado, as funções de controle horizontal foram fortalecidas em alguns países, incrementando a autonomia funcional das agências (políticas) de balança, enquanto as agências (administrativas) especializadas ganharam maior capacidade e incidência. De outro lado, a inovação democrática ampliou o alcance dos controles sociais mediante a institucionalização de instâncias de participação y representação não-eleitoral. Por fim, a difusão de políticas de transparência tem gerado sinergias com as oportunidades abertas por outras mudanças (redes sociais, etc).
