The CRS was posed as a regional development strategy to address population dispersion and to eradicate poverty in an effective way. In this context, the objective of this work is to analyze what has happened with the residents relocated during the period of 2011-2016, evidencing their processes of territorialisation. This research was developed by using qualitative research methods, particularly the ethnographic method, supported by participant observations, fields notes and interviews. A comparative method was also employed, which allowed for the observation of the processes of territorialisation of the residents of the CRS over a period of 5 years. The results point out that the federal and state governments lack knowledge about their territory and population. They also highlight the absence of monitoring of public policies that are executed and the null participation of the population in them, a situation that perpetuates poverty instead of eradicating it.

En México, por la inundación del ejido Juan de Grijalva en el municipio de Ostuacán, estado de Chiapas, y por el riesgo que prevalecía en la zona, ésta y varias localidades fueron reubicadas en la Ciudad Rural Sustentable (CRS), la cual constituye una política pública de los gobiernos federal y estatal bajo la presidencia de Felipe Calderón y la gobernación de Juan Sabines (2006-2012). La CRS fue plateada como una estrategia de desarrollo regional para combatir la dispersión poblacional y erradicar la pobreza de manera efectiva. En este contexto, el objetivo del presente trabajo es analizar lo que ha sucedido con los pobladores reubicados durante el período 2011-2016, evidenciando sus procesos de territorialización. Para el desarrollo de la investigación, se utilizaron los métodos de investigación cualitativa, en particular el método etnográfico apoyado en la observación participante, el diario de campo y la entrevista. También se utilizó el método comparativo, ya que, en el transcurso de cinco años, se pudo apreciar los procesos de territorialización de los habitantes de la CRS. Como resultado, se muestra el desconocimiento de los gobiernos federal y estatal sobre su territorio y población, la falta de seguimiento a las políticas públicas ejecutadas y la nula participación de la población en ellas, situación que ha originado que, en lugar de erradicar la pobreza, ésta se perpetúe. No México, devido às inundações do território comunal rural Juan de Grijalva no município de Ostuacán, estado de Chiapas, e devido ao risco prevalecente na área, este e vários outros locais foram realocados para a Cidade Rural Sustentável (CRS), a qual constitui uma política pública do governo federal e estadual sob a presidência de Felipe Calderón e o governo de Juan Sabines (2006-2012). A CRS foi formulada como uma estratégia de desenvolvimento regional para combater a dispersão da população e erradicar a pobreza de maneira eficaz. Nesse contexto, o objetivo deste trabalho é analisar o que tem acontecido com os colonos realocados no período 2011-2016, evidenciando seus processos de territorialização. Para o desenvolvimento da pesquisa, foram utilizados métodos qualitativos, em particular o método etnográfico apoiado na observação participante, o diário de campo e a entrevista. O método comparativo também foi utilizado, uma vez que, os processos de territorialização dos habitantes da SRC puderam ser apreciados durante cinco anos. Como resultado, se apresenta o desconhecimento dos governos federal e estadual sobre o seu território e a sua população, a falta de acompanhamento das políticas públicas implementadas e a nula participação da população nelas, situação que, ao invés de erradicar a pobreza, tem causado perpetuação da mesma.
