description This article analyzes the characteristics and effects of the execution of the Housing Self-Management Program (Law No. 341/00) in the City of Buenos Aires from the beginning of the century to the present and the historiographic course of the dispute for the centrality of the popular sectors in this policy. To accomplish this task, the article problematizes the relationship between self-management and the right to the city based on the identification of opportunity and limitation frames present in a neoliberal context. Mixed methods were used in this research and primary sources and the results of the doctoral theses of the authors, which involved a survey of 120 cooperative members of the Program executed in 2018, were recovered. A sample created for this study covered 60% of the total families inhabiting the areas were the Law 341 was applied. Through this research, it was apparent that self-management was configured as an enabler of popular sectors seeking to inhabit urban central spaces. Self-management was simultaneously disputed due to its implications and openness in terms of reorganization prospects for the founding relationships of the capitalist social order.

Este artículo analiza las características y efectos de la ejecución del Programa de Autogestión de la Vivienda (Ley 341/00) de la Ciudad de Buenos Aires desde principio de siglo hasta la actualidad y, por medio de esta política, el derrotero historiográfico de la disputa por la centralidad de los sectores populares. Para ello, el artículo problematiza la relación entre autogestión y el derecho a la ciudad a partir de la identificación de marcos de oportunidad y limitaciones que se presentaron en un contexto del neoliberalismo realmente existente. Se recurrió a una metodológica multi-método (cuali-cuantitativa) a partir de la recuperación de resultados de las tesis doctorales de las autoras y fuentes primarias, mediante la aplicación de una encuesta a 120 cooperativistas del Programa, ejecutada durante 2018. A partir de una muestra construida para tal efecto, se logró una cobertura del 60% del total de familias involucradas en conjuntos habitados de la Ley 341 en ese momento. Con la investigación, se verificó que la autogestión se configuró como un habilitante del habitar dignamente la centralidad urbana por parte de los sectores populares y, a la vez, un campo en disputa por sus implicaciones y aperturas en términos de horizonte de reorganización de las relaciones fundantes del orden social capitalista. Este artigo analisa as características e os efeitos do Programa de Autogestão Habitacional (Lei 341/00) da cidade de Buenos Aires desde o início do século até os dias atuais e, por meio dessa política, a historiografia da disputa pela centralidade dos setores populares. Ao respeito, o artigo problematiza a relação entre autogestão e direito à cidadania, com base na identificação de marcos de oportunidade e limitações que surgem no contexto do neoliberalismo realmente existente. Foi utilizada uma metodologia mista (quantitativo-qualitativa), baseada na recuperação dos resultados da tese de doutorado das autoras e fontes primárias, através da aplicação de uma pesquisa a 120 cooperativas do Programa, realizada em 2018. De uma amostra criada para esse fim, alcançou-se uma cobertura do 60% do total de famílias envolvidas nos complexos habitados da Lei 341 na época. Com a investigação, verificou-se que a autogestão foi configurada como um facilitador para habitar dignamente a centralidade urbana pelos setores populares e, por sua vez, um campo em disputa por suas implicações e aberturas em termos do horizonte da reorganização das relações fundadoras da ordem social capitalista.
