description The following work analyzes the subjective dimension of vulnerability-ability of families that have been displaced by an earthquake in Chile. A qualitative design was selected, which included a theoretical sample, ten female heads of household and three institutional agents linked to the displacement and reconstruction of homes after the disaster. The data is produced by episodic interviews that use coding as an analytical strategy based on the grounded theory. The first result shows differences in the meanings assigned to displacement by the institutions that respond to disasters and the relocated families. At the institutional level, the predominant perspective was one based on instrumental reasoning about inhabiting, which reduced this concept to the facilitation of survival and the mere topographical occupation of a physical-material space. Meanwhile, for the relocated families, living in a camp meant an intensification of an “experience of continual vulnerability”, which signified they were in a “no place” of circumstantial transit. As part of the second results, four family abilities were identified that did not subvert the social and structural vulnerability present but did enable the emergence of four configurations of tactics of agency and resistance in confronting disasters: resignation, individualism, concealment and solidarity. The conclusions highlight the importance of integrating a subjective dimension of vulnerability-ability in confronting the process of environmental displacement in order to guide the processes of relocation and psycho-social interventions sustained in a multidimensional perspective of inhabiting.

El presente trabajo analiza la dimensión subjetiva de la vulnerabilidad-capacidad de familias desplazadas por un terremoto en Chile. Se utilizó un diseño de caso cualitativo seleccionando, vía muestreo teórico, 10 jefas de hogar y tres agentes institucionales vinculados con el desplazamiento y reconstrucción habitacional posdesastre. Los datos son producidos mediante la entrevista episódica, utilizando como estrategia de análisis el proceso de codificación de la teoría fundamentada. Como primer resultado, se encuentran diferencias en los significados asignados al desplazamiento por las instituciones respondedoras y las familias reubicadas. A nivel institucional, predominó una razón instrumental del habitar reducida a la facilitación de satisfactores para la sobrevivencia y a la mera ocupación topográfica de un espacio físico-material. Mientras que, para las familias reubicadas, vivir en el campamento constituyó una intensificación de la “experiencia continua de vulnerabilización”, significándolo como un “no lugar” de tránsito circunstancial. En un segundo resultado, se identificaron cuatro capacidades familiares de afrontamiento, las cuales, si bien no subvirtieron la vulnerabilidad social estructural, posibilitaron la emergencia de cuatro configuraciones tácticas de agenciamiento resistente ante el desastre: resignación, individualismo, ocultamiento y solidaridad. Las conclusiones sostienen la importancia de integrar la dimensión subjetiva de la vulnerabilidad-capacidad ante el proceso de desplazamiento ambiental, con el fin de orientar procesos de reubicación e intervención psicosocial sustentados en una perspectiva multidimensional del habitar. Este artigo analisa a dimensão subjetiva da capacidade e vulnerabilidade de famílias deslocadas por um terremoto no Chile. Utilizou-se um desenho qualitativo de caso, selecionando, por amostragem teórica, 10 chefes de família e três agentes institucionais vinculados ao deslocamento e à reconstrução da habitação pós-desastre. Os dados são produzidos por meio de entrevista episódica, usando o processo de codificação da teoria fundamentada como estratégia de análise. Como primeiro resultado, são encontradas diferenças nos significados atribuídos ao deslocamento pelas instituições respondentes e pelas famílias realocadas. No nível institucional, foi predominante uma razão instrumental do habitar reduzida à facilitação de satisfatores para a sobrevivência e à mera ocupação topográfica de um espaço físico-material. Enquanto, para as famílias realocadas, morar no acampamento constituiu uma intensificação da “experiência contínua de vulnerabilidade”, significando-o como um “não lugar” de trânsito circunstancial. Em um segundo resultado, foram identificadas quatro capacidades familiares de enfrentamento, que, embora não subvertessem a vulnerabilidade social estrutural, permitiram o surgimento de quatro configurações táticas de agência resistente aos desastres: resignação, individualismo, ocultação e solidariedade. As conclusões sustentam a importância de integrar a dimensão subjetiva da capacidade e vulnerabilidade frente ao processo de deslocamento ambiental, a fim de orientar processos de realocação e intervenção psicossocial com base em uma perspectiva multidimensional do habitar.
