The institutional design that adopts revocations of terms for mayors is analyzed through the reviewal of constitutional documents and regulations in each country. This analysis is complemented by descriptive statistics that allow for the evolution of this device, as an alternative to exerting democratic control, not electoral of the mixed institutional type, to be observed. As a hypothesis, this article proposes that as the institutional design becomes less restrictive to activate the revocation of a term for mayors, the probability that the democratic control will undermine the stability of the local government will increase. Inversely, an institutional design that is more restrictive will reduce these probabilities. The empirical evidence shows that the launching of the Ecuadorian institutional design since the constitutional reforms of 2008 caused a series of revocations of terms for mayors that is unprecedented in the democratic history of the country. Meanwhile, in Colombia, despite the age of this device, the same situation has not taken place. The analysis concludes that the institutional design of the revocation of terms for mayors has become a double-edged sword for the stability of local governments.

Para responder esta pregunta, este trabajo desarrolla un análisis neoinstitucional y plantea una estrategia metodológica cualitativa que aborda comparativamente dos unidades, Ecuador y Colombia. Revisando las cartas constitucionales y la normatividad de cada país, se estudia el diseño institucional que adopta la revocatoria del mandato para alcaldes. Este análisis se complementa con estadística descriptiva que permite observar la evolución de este dispositivo como una alternativa para ejercer control democrático no electoral de tipo institucional mixto (CDNE-IM). Como hipótesis de trabajo, se propone que, en la medida en que exista un diseño institucional menos restrictivo para activar el dispositivo de la revocatoria del mandato para alcaldes, las probabilidades de que el control democrático erosione la estabilidad de la gobernanza local aumentan. A la inversa, un diseño institucional más restrictivo disminuye tales probabilidades. La evidencia empírica demuestra que la apertura del diseño institucional ecuatoriano a partir de la reforma constitucional de 2008 provocó una avalancha de revocatorias del mandato para alcaldes que no tiene precedentes en la historia democrática del país, mientras que en Colombia, a pesar de la antigüedad del dispositivo, no ha sucedido igual. El análisis concluye que el diseño institucional de la revocatoria del mandato para alcaldes se convierte en un arma de doble filo para la estabilidad de la gobernanza local. Existe uma relação entre a democratização da revogação do mandato dos prefeitos e a estabilidade da governança local? Para responder a essa questão, este trabalho desenvolve uma análise neoinstitucional e propõe uma estratégia metodológica qualitativa que aborda comparativamente duas unidades, Equador e Colômbia. Revendo as cartas constitucionais e os regulamentos de cada país, estuda-se o desenho institucional que adota a revogação do mandato dos prefeitos. Esta análise é complementada por estatísticas descritivas que nos permitem observar a evolução deste dispositivo como alternativa para exercer controle democrático não eleitoral de tipo institucional misto (CDNE-IM). Como hipótese de trabalho, propõe-se que, na medida em que haja um desenho institucional menos restritivo para ativar o dispositivo da revogação do mandato dos prefeitos, aumentam as chances que o controle democrático corroa a estabilidade da governança local. Por outro lado, um desenho institucional mais restritivo diminui tais probabilidades. A evidência empírica mostra que a abertura do desenho institucional equatoriano após a reforma constitucional de 2008 causou uma avalanche de revogação de mandatos de prefeitos sem precedentes na história democrática do país, enquanto na Colômbia, apesar da antiguidade do dispositivo, não aconteceu o mesmo. A análise conclui que o desenho institucional da revogação do mandato dos prefeitos se torna uma faca de dois gumes para a estabilidade da governança local.
