description This paper shows part of the results of a research project conducted to identify the tensions and meeting points between state institutions of transparency, fiscalization and the allocation of resources and their instruments (platform for the open government, internet portals, rules of operation, among other) with institutions and community proceedings. The study was carried out in 12 indigenous communities of different peoples and regions in the state of Oaxaca, Mexico. The revision of the mechanisms of citizen participation and the efficiency of state and community mechanisms made it possible to observe until what point some favor or hinder accountability, as well as the need for an intercultural vision that can create dialogue between communities and state institutions. In that context experiences of “community comptroller” were revised with an emphasis placed on the successful mechanisms based on local norms with a high level of legitimacy, but also pointing out their limitations. Among its findings, this research shows that there is a high capacity for institutions of indigenous communities to guarantee accountability, as well as the lack of cultural relevance of the institutions of the Mexican State to recognize these mechanisms and establish coordination plans to contribute to this objective and the problems that are generated due to the gap between these two areas.

El presente trabajo muestra parte de los resultados de un proyecto de investigación realizado para identificar las tensiones y los puntos de encuentro entre las instituciones estatales de transparencia, fiscalización y asignación de recursos y sus instrumentos (plataforma para el gobierno abierto, portales de internet, reglas de operación, etc.) con las instituciones y procedimientos comunitarios. El estudio se efectúo en 12 comunidades indígenas de distintos pueblos y regiones del estado de Oaxaca, México. La revisión de los mecanismos de participación ciudadana y de la eficacia de los mecanismos estatales y comunitarios permitió observar hasta dónde, unos y otros, favorecen u obstaculizan la rendición de cuentas; así como la necesidad de una visión intercultural para el diálogo entre comunidades e instituciones estatales. En ese contexto, se revisaron experiencias de “contraloría comunitaria”, poniendo énfasis en los mecanismos exitosos al estar basados en normas locales dotadas de un alto nivel de legitimidad, pero también apuntando sus limitaciones. Entre los hallazgos obtenidos se encuentran la alta capacidad de las instituciones de las comunidades indígenas para garantizar la rendición de cuentas, así como la falta de pertinencia cultural de las instituciones del Estado mexicano para reconocer esos mecanismos y establecer esquemas de coordinación para coadyuvar en ese objetivo y los problemas que se generan debido a los desfases entre estos dos ámbitos. Este trabalho mostra parte dos resultados de um projeto de pesquisa realizado para identificar as tensões e os pontos de encontro entre as instituições estatais de transparência, fiscalização e alocação de recursos e seus instrumentos (plataforma para governo aberto, portais de internet, regras de operação, entre outros) com as instituições e procedimentos comunitários. O estudo foi realizado em 12 comunidades indígenas de diferentes cidades e regiões do estado de Oaxaca, no México. A revisão dos mecanismos de participação dos cidadãos e a eficácia dos mecanismos estatais e comunitários permitiram-nos ver até que ponto um e outro favorecem ou dificultam a prestação de contas; assim como a necessidade de uma visão intercultural para o diálogo entre comunidades e instituições do Estado. Nesse contexto, foram revisadas as experiências de “controladoria comunitária”, enfatizando nos mecanismos bem-sucedidos por estarem baseados em normas locais dotadas de um alto nível de legitimidade, mas também apontando suas limitações. Entre as constatações obtidas, destacam-se a alta capacidade das instituições das comunidades indígenas para garantir a prestação de contas, bem como a falta de adequação cultural das instituições do Estado mexicano para reconhecer esses mecanismos e de estabelecer esquemas de coordenação para ser coadjuvante nesse objetivo, assim como os problemas que são gerados devido aos desencontros entre estas duas áreas.
