Nonetheless, this article posits that for these reforms to be effective the rigorous and sustained support of decisive actors is needed. Otherwise, no matter how progressive or innovative these reforms may seem on paper, institutional innovations could become ineffectual or cancelled de facto. This article advances this argument by providing an analysis of México’s National Anti-Corruption System (SNA). The SNA represents the case of an institutional innovation aimed at rebuilding accountability in a country characterized by persistent and pervasive political corruption. The analysis shows that SNA emerged from a legislative process that included the effective intervention of a network of experts and specialized organizations in this subject during a politically favorable moment due to corruption scandals that affected the incumbent government. As a result, the original initiative proposed by the government was replaced by a much more ambitious and progressive institutional framework. The analysis also shows that the SNA has been confronted with different challenges at a national and local level. Specifically, the ambivalent and weak commitment towards this system, highlighted by key actors in decisive moments, has limited its full implementation.

El combate a la corrupción requiere adoptar reformas institucionales integrales que establezcan las bases para fortalecer al Estado de derecho y la rendición de cuentas. El presente artículo argumenta, sin embargo, que se requiere del respaldo vigoroso y sostenido de actores decisivos para que esas reformas funcionen conforme a lo esperado. De lo contrario, por más innovadoras que sean, pueden verse limitadas o anuladas en la práctica. Este argumento se desarrolla con base en un análisis del Sistema Nacional Anticorrupción (SNA) de México. El SNA representa el caso de una innovación institucional para la rendición de cuentas, establecida en un país caracterizado por una corrupción política persistente y arraigada. El análisis muestra que el SNA fue producto de un proceso legislativo que contó con la eficaz intervención de redes de expertos y de organizaciones altamente especializadas en el tema, en una coyuntura favorecida por los escándalos de corrupción que afectaron al gobierno en turno. Esto permitió que la iniciativa original del gobierno fuera reemplazada por un esquema institucional mucho más ambicioso y progresivo. El análisis muestra, asimismo, que el SNA ha enfrentado resistencias de distinta índole, lo mismo en el plano nacional que subnacional. En particular, las expresiones ambivalentes o débiles de compromiso hacia ese sistema, mostradas por actores clave en momentos decisivos, han limitado su plena implementación. A luta contra a corrupção requer a adoção de reformas institucionais integrais que estabeleçam as bases para o fortalecimento do Estado de Direito e da prestação de contas. Este artigo argumenta, no entanto, que é necessário o apoio vigoroso e sustentado de atores decisivos para que essas reformas funcionem como esperado. Caso contrário, por mais inovadoras que sejam as reformas, podem ser limitadas ou canceladas na prática. Este argumento é desenvolvido com base numa análise do Sistema Nacional Anticorrupção (SNA) do México. O SNA representa o caso de uma inovação institucional para a prestação de contas estabelecida em um país caracterizado por corrupção política persistente e entrincheirada. A análise mostra que o SNA foi o produto de um processo legislativo que teve a efetiva intervenção de redes de especialistas e organizações altamente especializadas no assunto, num momento favorecido pelos escândalos de corrupção que atingiram o governo em exercício. Isso permitiu que a iniciativa original do governo fosse substituída por um esquema institucional muito mais ambicioso e progressivo. A análise também mostra que o SNA enfrentou resistência de diferentes tipos, tanto ao nível nacional quanto subnacional. Em particular, expressões ambivalentes ou fracas de compromisso com esse sistema, demonstradas por atores-chave em momentos decisivos, limitaram sua plena implementação.
