description This article analyzes the Bolivian hydrocarbon public policy of the 2006-2018 period, drawing from the analytical framework of public policy designs and the methodological accounts of tracing processes. This research seeks to understand the formulation and implementation of specific types of extractivist public policies in democratic contexts. The objective is to highlight how the sovereign recovery of natural resources generates public responsibility deficits. In order to address this topic, a causal mechanism, that includes the analysis of the adoption of new policy objectives (placed on the agenda), is identified and established, as well as the description of the means of the policy (formulation), its adaptation to the existing rules (institutional change) and the way in which the instruments are measured and combined at the time of implementation (political interaction) to generate the expected result. Finally, each aspect of the causal mechanism is supported by empirical evidence obtained through the identification of policy instruments organized in a research protocol under the NATO (Nodality, Authority, Treasure and Organization) typology in order to provide external and internal validation for the hypothesis. Bolivia is selected from a set of typical cases with the selection criteria centered on the relationship between the proposed cause and expected effect.

El presente artículo analiza la política pública boliviana de hidrocarburos entre el período 2006 al 2018, a partir del marco analítico del diseño de políticas, y los postulados metodológicos del rastreo de procesos, con la finalidad de entender el papel de la formulación e implementación de un determinado tipo de políticas públicas extractivas en contextos democráticos. El objetivo es evidenciar cómo la recuperación soberana de recursos naturales genera déficit de responsabilidad pública; para abordarlo, se identifica y establece un mecanismo causal que incluye el análisis de adopción de nuevos objetivos de política (puesta en agenda), la descripción de los medios de política (formulación), su adaptación a las reglas existentes (cambio institucional), y la forma en que se calibran y combinan los instrumentos en el momento de la implementación (interacción política) para generar el resultado previsto. Por último, cada parte del mecanismo causal está respaldado por evidencias empíricas obtenidas mediante la identificación de instrumentos de política, organizados en un protocolo de investigación bajo la tipología NATO (Nodalidad, Autoridad, Tesoro y Organización) con la finalidad de dar validez externa e interna a nuestras hipótesis. Se selecciona a Bolivia de un conjunto de casos típicos tomando como criterio de selección la relación entre causa propuesta y efecto esperado. Este artigo analisa a política pública boliviana de hidrocarbonetos no período 2006-2018 a partir do referencial analítico do desenho de políticas e dos postulados metodológicos de rastreamento de processos, a fim de compreender o papel da formulação e implementação de um determinado tipo de políticas públicas extrativas em contextos democráticos. O objetivo é mostrar como a recuperação soberana dos recursos naturais gera um déficit de responsabilidade pública; para abordá-lo, é identificado e estabelecido um mecanismo causal que inclui a análise da adoção de novos objetivos de política (definição da agenda); a descrição dos meios de política (formulação); sua adaptação às regras existentes (mudança institucional); e a maneira como os instrumentos são calibrados e combinados no momento da implementação (interação política) para gerar o resultado esperado. Finalmente, cada parte do mecanismo causal é apoiada por evidências empíricas obtidas através da identificação de instrumentos de política, organizados em um protocolo de pesquisa sob a tipologia da NATO (nodalidade, autoridade, tesouro e organização) para dar validade externa e interna às hipóteses. A Bolívia é selecionada entre um conjunto de casos típicos, tomando como critério de seleção a relação entre a causa proposta e o efeito esperado.
