Sumario:This article discusses some results obtained from field research carried out in the Institute of Mexicans Abroad (IME). It focuses on the government practices of its officials and interprets the social representations of a population governed in terms of diaspora. It also analyzes the organizational structure of the IME and the concept and practice of networks in the work of the institution. From there the actions of a government that operates in the tense centre of political modern dichotomies is demonstrated: the dichotomies of the interior/exterior and public/private.
