The central hypothesis is that recent advances, particularly those made in favor of traditional communal lands for indigenous people, have been in fact substantial compared to the advances made in previous years. This study is based both on fieldwork in La Paz and on secondary sources. La política redistributiva de tierras, propiciada por el empuje de las organizaciones sociales, se presenta como una dimensión clave de la actual gestión de Evo Morales. En base a fuentes secundarias y a un trabajo de campo realizado en la ciudad de La Paz, procuramos dar cuenta de la dinámica concreta del proceso de redistribución a nivel nacional y de los tipos de propiedad aplicados, amén de las perspectivas que se abren para el área; considerando los dilemas que arroja la presencia de élites que pueden llegar a acumular, en el plano económico, un inusitado potencial político. La hipótesis central es que el avance en la distribución ha sido sustancial en comparación con los años inmediatamente recientes, fundamentalmente en lo que se refiere a la titulación de Tierras Comunitarias de Origen, dotadas a comunidades indígenas.
