El documento analiza tanto las prácticas estatales que limitan o profundizan la vivencia de la ciudadanía como las estrategias de la población para ejercer derechos. El trabajo se lleva a cabo a través de una etnografía sobre los encuentros de la población boliviana con las burocracias estatales encargadas de la dotación de los documentos de identificación civil a individuos (carnet de identidad) o a asociaciones (personería jurídica). Este estudio explora los significados de ciudadanía que se forman en la relación entre la igualdad de jure, simbolizada en los documentos de identificación civil, y la desigualdad de facto vivenciada en los encuentros con la burocracia estatal.
