description Since the early stages of its transition, Chile has found itself caught up in a spiral that has manifested  in  the  declining  participation  of  citizens  in  the  political  sphere.  Collective action of organized groups, created in the last stages of the military dictatorship, decayed gradually, leading to a reduced form of collective action. The case here is an example of this partial collective action. The conflict analyzed here is of a territorial nature, in which authorities reach decisions regarding housing solutions that imply the occupation of lands considered by its inhabitants to be an ecological reserve. The conflict bares light on two shortcomings of the Chilean Political System. On the one hand a lack of clarity on the politics of land use; and on the other hand, the emergence of an expression of citizen discontent, wich starts mobilization around concrete objectives. This kind of demostrations are called Nimby.

This kind of demostrations are called Nimby. Desde los inicios de la transición, Chile se ve envuelto en una espiral que se traduce, política-mente, en una decreciente participación ciudadana. La acción colectiva de grupos organizados, generados durante la última etapa del régimen militar, fue decayendo, para dar paso a un tipo acción colectiva parcial, e incluso considerada con fines egoístas. El caso que se presenta es reflejo de lo anterior. Es ésta una situación de conflicto territorial, donde las autoridades toman una decisión  de  solución  habitacional,  que  pasa  por  la  ocupación  de  un  territorio  considerado “reserva ecológica” por sus habitantes. El conflicto da pie para que se revelen dos falencias dentro del sistema político chileno. Por un lado, la falta de claridad en las políticas de utilización del suelo y, por otro, la aparición de una forma de expresión de malestar ciudadano, en función de un objetivo concreto y singular, calificadas como Nimby.
