description This article looks at the Brazilian attempts to transform the Solidary Economy into a nationwide project that could be translated into public policy, planned and supported by the State. This is an economic project that presents itself as an alternative to the capitalist model, and thus looks towards the democratization of the economy, the substitution of competence for cooperation, and the expansion of political mechanisms for participation. The relationship between the State and diverse associations, such as social movements and civil society groups that are located in the realm of the Solidary Economy, is explored. Institutional spaces created for the negotiation of programmes, plans and objectives, between these multiple actors, will also be examined.

Este artículo plasma los esfuerzos llevados adelante en el Brasil y desde los movimientos socia-les vinculados a la economía solidaria para transformarla en un proyecto de alcance nacional, inserta en la política pública, planificada y auspiciada por el Estado. Proyecto económico que se presenta como una alternativa al modelo capitalista y busca, por tanto, la democratización dela  economía  y  la  sustitución  de  la  competencia  por  la  cooperación,  al  tiempo  que  procura expandir los mecanismos políticos de participación. En este sentido se exploran las relaciones que se producen entre el Estado y diversas asociaciones, movimientos y entidades de la sociedad civil ubicadas en el ámbito de la economía solidaria; así como los espacios institucionales creados para la negociación de programas, planes y objetivos entre estos múltiples actores.
