Mediante el estudio comparado de Argentina, Ecuador y Perú, el artículo analiza en qué medida las consultas populares, la iniciativa ciudadana y la revocatoria de mandato podrían contribuir a, por un lado, fortalecer la “democracia delegativa”, esto es, el protagonismo del Poder Ejecutivo basado en el apoyo popular y contra los otros poderes del estado o, por otro lado, incrementar la calidad de la democracia introduciendo mecanismos de control y de participación en la toma de decisiones por parte del ciudadano.
