While there is no doubt that this relocation has created employment, most of it is in low quality jobs. Non-state actors (private companies and NGOs) have made efforts to improve labour standards in labour-intensive industries, but so far their efforts have met with limited success. This article examines labour relations and non-state initiatives in Colombia and Ec u a d o r’s flower export industries. It is argued that cheap labour and low labour standards are important, although not the only factors behind the relocation of flower production to Andean countries. It is also suggested that the effectiveness of non-state initiatives is undermined by disagreements between business organizations and NGOs: while the former adopt a narrow technical perspective on labour standards, the latter support worker participation in monitoring and verification.

La reciente ola de expansión económica global se desencadenó, en gran medida, por la reubicación de industrias de mano de obra intensiva hacia países con mano de obra barata. No hay duda de que esta reubicación creó fuentes de empleo, sin embargo, la mayor parte son trabajos de baja calidad. Los actores no estatales (empresas privadas y ONGs) han realizado grandes esfuerzos para mejorar los estándares de trabajo en industrias de mano de obra intensiva, pero hasta el momento, estos esfuerzos no han sido del todo exitosos. Este artículo examina las relaciones de trabajo y las iniciativas no estatales en las industrias exportadoras de flores en Colombia y Ecuador. Se argumenta que  la mano de obra barata y los bajos estándares de trabajo son factores importantes, aunque no los únicos, que causaron la reubicación de la producción florícola hacia algunos países andinos. También se sugiere que la efectividad de las iniciativas no estatales se ve debilitada por las discrepancias entre las empresas empleadoras y las ONG: mientras las primeras adoptan una perspectiva técnica reducida sobre los estándares de trabajo apropiados, las ONGs apoyan la participación de los empleados en los procesos de monitoreo y de verificación.
