This paper analyzes how both trends are related in the context of the largest infrastructure project in Quito in the last decade: the New Quito International Airport (NAIQ by its Spanish acronym). Tababela, the borough where NAIQ sits, was a predominantly rural area until the construction of the new airport. The operation of NAIQ is the embodiment of a very strong capital re-territorialization through an entrepreneurialism management of Quito that has materialized in the area through this Big Urban Project (GPU by its Spanish acronym). The processes of territorial appropriation by the populations affected by the NAIQ make it possible to analyze their response to this territorial model from a perspective on how the hegemony of power groups has operated in the urban public policies.

Dos tendencias espaciales aparentemente contradictorias se producen hoy en día en el periurbano de Quito, lo que reconfigura la disputa de territorialidades: i) una expansión sin precedentes de la superficie urbana a lo largo de las parroquias rurales y ii) un reconocimiento creciente de derechos territoriales de las comunidades indígenas y campesinas en la Constitución del Ecuador, así como el derecho a la ciudad. Este artículo analiza cómo se relacionan ambas tendencias en el contexto del mayor proyecto de infraestructura de Quito en la última década: el Nuevo Aeropuerto Internacional de Quito (NAIQ). La parroquia donde se asienta el NAIQ, Tababela, era un área mayoritariamente campesina hasta la construcción del nuevo aeropuerto. El funcionamiento del NAIQ es la plasmación de una fortísima reterritorialización del capital a través de una gestión empresarialista de Quito que se ha concretado en el espacio a través de este Gran Proyecto Urbano (GPU). Los procesos de apropiación territorial por parte de las poblaciones afectadas por el NAIQ permiten analizar su respuesta a este modelo territorial desde una perspectiva de cómo ha operado la hegemonía de los grupos de poder en las políticas públicas urbanas. Duas tendências espaciais aparentemente contraditórias são produzidas hoje em dia no periurbano de Quito, o que reconfigura a disputa de territorialidades: i) uma expansão sem precedentes da superfície urbana ao longo das paróquias rurais e ii) um reconhecimento crescente de direitos territoriais das comunidades indígenas e camponesas na Constituição do Equador, assim como do direito à cidade. Este artigo analisa como se relacionam ambas as tendências no contexto do maior projeto de infraestrutura de Quito da última década: o Novo Aeroporto Internacional de Quito (NAIQ). A paróquia aonde se situa o NAIQ, Tababela, era uma área prioritariamente camponesa até a construção do novo aeroporto. O funcionamento do NAIQ é a materialização de uma fortíssima reterritorialização do capital através de uma gestão empresarialista de Quito que se concretou no espaço através deste Grande Projeto Urbano (GPU). Os processos de apropriação territorial por parte das populações afetadas pelo NAIQ permitem analisar a sua resposta a este modelo territorial desde uma perspectiva de como foi operacionalizada a hegemonia dos grupos de poder nas políticas públicas urbanas.
