description | This article examines the emergence of the small arms trade on the international political agenda as a growing security threat. Employing the theoretical framework proposed by the Copenhagen School, this article argues that the issue of small arms gained traction at the international level in the context of the post-Cold War. This was due to the pressure of small countries that were engulfed in violence at the hands of non-state actors in the post-Cold War era. At the regional level in Latin America, although important sub-regional differences exist, various regional initiatives have become an important example for other nations around the globe. In actuality however the positive achievements that securitization initially promoted has decreased. The study of this case leaves us with some relevant lessons both for theoretical reflection as well as for political action. |

Este artículo da cuenta de la entrada de las armas de fuego en la agenda internacional como una amenaza a la seguridad. Utilizando la propuesta teórica de la Escuela de Copenhague, se plantea que las armas pequeñas ganaron protagonismo a nivel global en el contexto internacional de la Posguerra Fría, gracias a los aportes de los países pequeños que se encontraban azotados por la violencia y a agentes no estatales. A nivel regional latinoamericano, aunque con importantes diferencias subregionales, las iniciativas de este subcontinente se convirtieron en un referente a seguir por el resto de naciones del mundo. En la actualidad, la energía positiva que impulsó la seguritización de las armas ha decaído, no obstante, el estudio de este proceso deja algunas lecciones relevantes tanto para la reflexión teórica como para el activismo político. Este artigo da conta da entrada das armas de fogo na agenda internacional como uma ameaça à segurança. Utilizando a proposta teórica da Escola de Copenhague, sugere-se que as armas pequenas ganharam protagonismo a nível global no contexto internacional do Pós-Guerra Fria, devido aos aportes dos países pequenos que se encontravam flagelados pela violência e aos agentes não estatais. No contexto regional latino-americano, ainda que com importantes diferenças sub-regionais, as iniciativas deste subcontinente se converteram em um referente a ser seguido pelo resto das nações do mundo. Na atualidade, há um declínio da energia positiva que impulsou a securitização das armas, entretanto, o estudo deste processo deixa algumas lições relevantes tanto para a reflexão teórica como para o ativismo político.
