description This article attempts to analyze how operations to guarantee order are represented in the military policy of the government of Dilma Rouseff and how these missions are related to the creation of the Police Pacification Units (UPP) in Brazil. The UPPs are a key attribute of public security of the government carioca in Brazil and by extension the Brazilian state. The question is whether the missions of the Brazilian armed forces reinforce or are contrary to the foreign policy of the Rouseff government? To parse this issue, this article is divided into three parts. This first section analyzes the legal framework that governs the Brazilian armed forces as well as the country’s contemporary military policy. This establishes the theoretical basis for the issues analyzed in this article. In the next section we describe the UPPs and why they were created, focusing on the case of Rio de Janeiro. Finally we examine several aspects of the participation of the Brazilian armed forces in the United Nations Mission for the Stabilization of Haiti (MINUSTAH).

Este artículo busca responder cómo las operaciones de garantía del orden encajan en la política militar del Gobierno de Dilma Rousseff y cómo tales misiones se relacionan con la implantación de las Unidades de Policía Pacificadora (UPP), actual atributo de la seguridad pública del gobierno carioca y, por extensión, el brasilero. ¿Las misiones de las Fuerzas Armadas brasileras refuerzan o están en conflicto con la política exterior del país? Para analizar el tema, este texto se divide en tres partes. En la primera se realiza una revisión de la legislación sobre las Fuerzas Armadas brasileras, así como la política militar que tiene vigencia en este país, planteando las bases teóricas para la comprensión del tema de estudio. Posteriormente se analiza qué son y cómo surgieron las UPP en la ciudad de Río de Janeiro; y finalmente se examinan algunos aspectos de la participación de las Fuerzas Armadas brasileras en la Misión de las Naciones Unidas para la Estabilización de Haití (MINUSTAH). O presente artigo busca responder como as operações de garantia da ordem se ajustam à política militar do Governo de Dilma Rousseff e como tais missões se relacionam com a implementação das Unidades de Polícia Pacificadora (UPP), atual apanágio da segurança pública do governo carioca e, por extensão, do governo federal. As missões das Forças Armadas brasileiras reforçam ou entram em conflito com a política exterior do país? Para analisar o tema, dividiu-se o texto em três partes. Na primeira, se realiza uma revisão da legislação sobre as Forças Armadas brasileiras, assim como da política militar vigente no país, estabelecendo as bases teóricas para a compreensão do tema de estudo.
