Three communes from the southern part of the country that are currently using this process were used as case studies: Lautaro, Río Negro y Puerto Montt. The main result of this study is that, in practice, the PP has not managed to fully include citizens, noticing in the results that young people, without organizational power, are the least favored in terms of participation. The dimensions considered were age, territorial and organizational, through a quantitative methodology and document analysis techniques. |

Este artículo se propone comparar el perfil de los participantes y no participantes del Presupuesto Participativo (PP) en Chile con el objetivo de aportar evidencia empírica sobre si el mismo constituye un mecanismo que contribuye a la inclusión social, específicamente de aquellos grupos que tradicionalmente han sido excluidos de los espacios democráticos a nivel local. Se tomaron como casos tres comunas del sur del país que en la actualidad implementan este proceso: Lautaro, Río Negro y Puerto Montt. El principal resultado de este estudio es que, en la práctica, el PP no ha logrado incluir del todo a la ciudadanía, observándose en los hallazgos que son las personas jóvenes, sin poder organizativo, las menos favorecidas en términos de participación. Las dimensiones que se consideraron fueron etaria, territorial y organizacional, a través de una metodología cuantitativa y con técnicas de análisis documental. Este artigo se propõe a comparar o perfil dos participantes e não participantes do Orçamento Participativo (OP) no Chile com o objetivo de aportar evidência empírica sobre se o mesmo constitui um mecanismo que contribui à inclusão social, especificamente daqueles grupos que tradicionalmente têm sido excluídos dos espaços democráticos no nível local. Tomaram-se como casos três comunas do sul do país que na atualidade implementam este processo: Lautaro, Rio Negro e Porto Montt. O principal resultado deste estudo é que, na prática, o OP não conseguiu incluir totalmente a cidadania, observando-se nos resultados que as pessoas jovens, sem poder organizativo, são as menos favorecidas em termos de participação. As dimensões consideradas foram etária; territorial e organizacional, através de uma metodologia quantitativa e com técnicas de análise documental.
