description In this paper I analyze the continued existence of the Colombian state despite widespread crime and violence. Contemporary theorists posit that the state must subscribe to the image of an entity that is relatively autonomous from civil society and able to monopolize violence. However, citizen culture (cultura ciudadana), the innovative crime reduction policy I study here, is based on the premise that the state is unable to provide security for its inhabitants given the existence of a culture of violence. The policy encourages citizens to assume responsibility for their own security provision by adopting a culture of citizenship. I argue that citizen culture functions to legitimize the state despite ongoing violence by transferring responsibility for security provision from the state to civil society. It does so by inundating public space with educational spectacles, symbols, and slogans that circumscribe public debate and instruct citizen’s behavior. Citizen culture uses educational and symbolic programming to shift responsibility for security provision from the state to society, thereby altering the boundary between state and society and redefining the very essence of the modern state.

En este artículo analizaré la persistencia del estado colombiano pese al crimen y la violencia generalizada.Varios teóricos contemporáneos sostienen que el estado debe subscribir la imagen de una entidad relativamente autónoma de la sociedad civil, capaz de monopolizar la violencia. Sin embargo, la ‘cultura ciudadana’, política innovadora para la reducción del crimen que se analiza aquí, se basa en la premisa de que el estado es incapaz de ofrecer seguridad a sus ciudadanos debidoa la existencia de una cultura de violencia. La política motiva a los ciudadanos a asumir responsabilidadsobre su propia seguridad al adoptar una cultura ciudadana. Esto se hace inundando el espacio público de espectáculos educativos, símbolos y eslóganes que circunscriben el debate público e instruyen el comportamiento ciudadano. Arguyo que la cultura ciudadana funciona para legitimar al estado a pesar de la continua violencia, al transferir del estado hacia la sociedad civil la responsabilidad de la provisión de la seguridad con lo que altera además la demarcación entre estado y sociedad y redefine la esencia misma del estado moderno. Neste artigo analisarei a persistência do estado colombiano apesar do crime e da violência generalizada. Vários teóricos contemporâneos sustentam que o estado deve pactuar a imagem de uma entidade relativamente autônoma da sociedade civil, capaz de monopolizar a violência. Entretanto, a “cultura cidadã”, política inovadora para a redução do crime que se analisa aqui, baseia-se na premissa de que o estado é incapaz de oferecer segurança a seus cidadãos devido à existência de uma cultura de violência. A política incentiva os cidadãos a assumir responsabilidade sobre sua própria segurança ao adotar uma cultura cidadã. Isso se faz, inundando o espaço público de espetáculos educativos, símbolos e slogans que delimitam o debate público e instruem o comportamento cidadão. Argumento que a cultura cidadã funciona para legitimar o estado apesar da contínua violência, ao transferir do estado a sociedade civil a responsabilidade da provisão de segurança com o que altera ainda a demarcação entre estado e sociedade, e redefine a essência mesma do estado moderno.
