| description | The territory ‘Meio Oeste Contestado’, located in Santa Catarina, Brazil, was created in 2003, after the implementation of the rural territorial development policy of the government of Luiz Inácio Lula da Silva (2003-2010). This article analyzes how social and political relations were established and administered in the territory; how the disputes between different actors and interests were dealt with; the ideas and interpretations that were at stake; and what territorial rules and regulations were established for the negotiation and conciliation between the different social actors. In general, we observe that the ideas that the territorial actors have about public policies for rural territorial development differ from those of the federal government. The main interest of the different actors in the territority is to raise more financial resources for the local organizations and municipalities in the territory due to the fragile nature of the different territorial institutions. |

En este artículo se analizan las configuraciones y dinámicas de los actores del Território Meio Oeste Contestado ubicado en el estado de Santa Catarina, Brasil. Este territorio fue constituido a partir de 2003, después de la implementación de la política de desarrollo territorial por el Gobierno de Luiz Inácio Lula da Silva (2003-2010). Se investiga cómo las relaciones sociales y políticas fueron establecidas y administradas en el Território; qué actores e intereses estaban en disputa y cómo fueron contemplados; qué ideas e interpretaciones estaban en juego; y qué reglas y normas fueron construidas territorialmente para la negociación y concertación social de los actores. De manera general, se observó que las ideas que los actores territoriales poseen en relación con la política pública de desarrollo territorial difieren de aquellas idealizadas por el Gobierno federal; el principal interés de los actores que participan del Território es recolectar recursos financieros para las organizaciones y municipios que representan; y las frágiles institucionalidades territoriales construidas. Este artigo analisa as configurações e as dinâmicas dos atores do Território Meio Oeste Contestado, localizado no estado de Santa Catarina, Brasil. Este Território foi constituído a partir de 2003, após a implementação da política de desenvolvimento territorial, pelo governo de Luiz Inácio Lula da Silva (2003-2010). Neste artigo investiga-se como as relações sociais e políticas foram estabelecidas e administradas no Território; quais atores e interesses estavam em disputa e como estes foram contemplados; quais ideias e interpretações estavam em jogo; e quais regras e normas foram construídas territorialmente para a negociação e concertação social dos atores. De maneira geral, observou-se que as ideias que os atores territoriais possuem em relação à política pública de desenvolvimento territorial diferem daquelas idealizadas pelo governo federal; o principal interesse dos atores que participam do Território é angariar recursos financeiros para as organizações e municípios que representam; e, as frágeis institucionalidades territoriais construídas.
