description | Conditional Cash Transfer Programs (CCT) spread across Latin America beginning in the mid-1990s. By 2010, 17 countries in the region had implemented some sort of CCT program. The academic literature identifies diverse mechanisms of diffusion to understand the logic behind the process, however more disussion is still required about the various aspects of the diffusion process and how to treat them in empirical analysis. This article attempts to identify the characteristics and the operationalization of the various difussion mechanisms of the CCT program: emulation, learning and coercion. These aspects are analyzed through a qualitative case study of the formulation of Chile’s CTT program, Chile Solidario. The conclusions consider the contribution of this proposal and discuss the future challenges in analyzing difussion processes that help us to understand broader changes in public policies in the region. |

Los Programas de Transferencia Condicionada (PTC) se difundieron en América Latina desde mediados de 1990, y para el año 2010, 17 países de la región ya los habían implementado. La literatura científica presenta diversos mecanismos de difusión para comprender la lógica de este proceso, no obstante, se requiere mayor discusión sobre sus componentes y cómo abordarlos en el análisis empírico. Se presenta entonces una propuesta que avanza en identificar las características y en la operacionalización de los mecanismos de difusión de emulación, aprendizaje y coerción. Esta es testeada cualitativamente en el caso del proceso de formulación del programa Chile Solidario. Las conclusiones recogen el aporte de esta propuesta y se discuten los desafíos pendientes para continuar analizando procesos de difusión que permitan comprender los cambios de políticas públicas en la región. Os Programas de Transferência Condicional (PTC) difundiram-se na América Latina desde mediados de 1990, e para o ano 2010, 17 países da região já os havia implementado. A literatura científica apresenta diversos mecanismos de difusão para compreender a lógica deste processo, entretanto, requer-se maior discussão sobre seus componentes e como abordá-los na análise empírica. Apresenta-se, assim, uma proposta que avança em identificar as características e na operacionalização dos mecanismos de difusão de emulação, aprendizado e coerção. Esta é testada qualitativamente no caso do processo de formulação do programa Chile Solidário. As conclusões recolhem a contribuição desta proposta e discutem os desafios pendentes para continuar analisando processos de difusão que permitam compreender as mudanças de políticas públicas na região.
